2015 NOFA Tier 1  and Tier 2 Project Funding Announced

HUD has released the award results for 2015 NOFA applications. Tier 1 projects were announced on March 8th, 2016. All Tier 1 projects were fully funded. Tier 2 projects were announced on May 2nd, 2016. Tier 2 projects were subjected to a highly scrutinized, national project-by-project competition. HUD made a statement explicitly stating their funding priorities for Tier 2 projects: "HUD strongly encouraged local applicants to prioritize their funding request very carefully, using a mix of performance data and local needs. In addition, applicants were encouraged to submit projects that were based on research-driven approaches and supported the nation’s goals to prevent and end homelessness. As a result, local CoCs reallocated a combined $124 million in renewal funding from lower performing projects in order to apply for new housing projects. These new projects will provide permanent supportive housing (PSH) and rapid re-housing (RRH) solutions for those experiencing homelessness."

Projects that did not fall within the realm of permanent supportive housing and rapid-rehousing were not prioritized for funding in Tier 2 this year. Therefore, seven of our requested projects did not get funded for this round. Of all Tier 2 projects originally requested in the state of Utah, none were transitional housing, support services only, or CoC admin projects (aside from un-ranked CoC Planning funds).

NOFA Project Ranking Results

On October 27th, the Review and Ranking Subcommittee of the Continuum reviewed all submitted projects for the 2016 NOFA funding year. A big thank you to all project applicants that thoroughly prepared paperwork and applications, and submitted them on time. Also, we extend a big thank you to the committee for taking the time to review our applications. The Review and Ranking subcommittee consisted of Dan Gonzalez from the City of Provo, Stephen Downs from the City of Orem, Brad Bishop from Self-Help homes, and Jessica DeLora from Mountainland Association of Governments. 

A three-step evaluation process employed a point system that ranked projects by 1) how well they served the CoC population and service priorities; 2) how well they served HUD's project priorities as stated in the NOFA (permanent housing was first, transitional housing was second, and supportive services was last); and 3) whether or not the project was a Housing First model. Outside of the point system, a fourth step included information about whether or not the project met both of their APR goals. When projects tied with the same amount of points, committee members weighed factors such as number of units provided, number of people served within the budget, and the agency's experience facilitating the requested project.

The result ranked projects within "Tier 1" and "Tier 2" categories for funding. Tier 1 projects are guaranteed to be funded. If the CoC application process goes well, all projects could be funded. However, there is no guarantee in this competitive process. Luckily, this year, bonus funding is available for CoCs and we have some reallocation money as well. Weighing all of these factors together, we are optimistic that the majority of the projects will be funded in both Tier 1 and Tier 2. Notification for Funding Availability (NOFA) Application Process

As per Mountainland CoC policies and procedures, the CoC is publicly announcing the timeline for NOFA applications and information about the process for reviewing and ranking projects. Use the tools listed below in order to apply. Application timeline:
  • September 17, 2015: HUD releases the NOFA
  • September 29th: Application announcement by Continuum of Care
  • October 5th: CoC meeting (9-11): Agenda will include the approval of the project review policy and procedures
  • October 6th: New project application (for bonus projects) training (1): 2-4pm at United Way of Utah County
  • October 7th: New project application (for bonus projects) training (2): 9-11am at United Way of Utah County
  • October 19th: New and renewal applications must be submitted in e-snaps by 11:59pm. 
  • October - 20th and November 2nd: CoC Project Review and Ranking Subcommittee reviews projects
  • November 2nd: CoC meeting (9-11): Agenda will include report from the Project Review and Ranking Subcommittee and the determination of Tier 1 and Tier 2 project ranking
  • November 5th: Project applicants are notified of funding decisions
  • November 19th: Consolidated application final submission at 5:59 MDT for early bird points
  • November 20th: Final deadline for consolidated application submission (5:59 MDT).
