2018 NOFA Results released
On February 6th, 2019, HUD released the complete CoC 2018 NOFA competition results for grant applicants in our area. Out of our seven renewal projects, six were funded. Out of our three new project proposals, two were funded.

2018 Consolidated Application Draft for Public Review

Final Priority Listing
The Final Priority Listing for the Mountainland Continuum of Care 2018 Local NOFA Competition was issued by the Rank and Review Committee on August 27th, 2018. The Rank and Review Committee initially received all project applications, project summaries, supplementary materials and the Rank and Review Criteria on August 15, 2018. Each committee member scored projects individually and created their own priority listing result. Two of the members were able to meet in person and two others were able to collaborate on ranks and scores on August 27th. Applicants were all notified of the results individually by letter from CoC staff on August 28th, 2018. The initial priority listing included 9 applicants, but after some deliberation, one project was split into two new projects because it would be funded by two different bonus sources. The Final Project Listing is attached below.

Final Rank and Review Criteria
Members of the Continuum of Care met on Monday, August 13th to vote to approve the 2018 Rank and Review Criteria, Rank and Review Committee, and the revisions to the the Rank and Review Committee Policies and Procedures. Committee members this year will be:

Project Application Checklists
Applicants for the 2018 NOFA competition must submit their project application though e-SNAPS, HUD"s grant application software, and also to CoC Staff. Here is a checklist of what applicants must submit digital copies to CoC Staff (submit to Heather Hogue at heatherh@unitedwayuc.org).. Applications are due August 15th at 11:59 PM (MST). Project application instructions manuals and the supplemental applications are attached below.

- 501c3 certification, if applicable- only one needed per applicant
- Most recent agency audit and any response to findings-only one copy needed per applicant
- HUD Applicant Profile (must be updated!)-only one needed per applicant
- HUD Project Application- one per project
- Renewal Project Supplemental Application- one per project
- HUD Monitoring Report, if applicable, within the last two years- one per project
- CoC Monitoring Report for most recent program year-one per project or summary of all projects
- e-LOCCS report to show quarterly draw-downs and balance from most recent program year-one per project
- Project APR for most recent program year (submit impartial APR if you are a first-year renewal)
New Projects:

Letter of Intent for Project Renewals Due July 27th, 2018
Organizations with renewal projects are required to submit their letter of intent for renewal by July 27th, 2018 at 11:59pm. Organizations are also asked to note whether or not they plan to apply for an expansion project (that would be considered a new project) for this year. They are also encouraged to attend the new project application orientation on July 16th. Attached is a copy of the LOI form. This needs to be submitted electronically to Heather Hogue at heatherh@unitedwayuc.org.

New Applicant Documents
New applicant orientation will be held on Monday, July 16th at United Way of Utah County in the Large Conference Room. You may also call into the meeting by dialing 801-691-7723, pass code 1234#. Please RSVP to Heather Hogue at heatherh@unitedwayuc.org. Please download all of these documents if you are attending the meeting remotely. Documents will be provided for those who attend in person. If you cannot attend but need to be trained, please contact Heather Hogue to set up a one-on-one appointment.

Rank and Review Draft for Public Review
On June 12, 2018 the CoC membership discussed a tentative content list for the updated 2018 NOFA Rank and Review Criteria. The following Rank and Review Criteria reflects a combination of content that cites the 2017 MCoC Rank and Review Criteria, the 2018 NOFA Rank and Review Criteria example, examples of rank and review criteria from other local CoC's, and Continuum input. This criteria will review renewal, first time renewal, and new projects. HMIS projects will be reviewed in the typical project type (first time renewal, new project etc,), however they will receive full points for any criteria where their answer is deemed "not applicable."
Any comments and questions are to be submitted to Heather Hogue at heatherh@unitedwayuc.org. The final rank and review criteria and updated policies and procedures will be subject to vote at the next Continuum meeting on August 13, 2018.

FY2018 HUD NOFA Competition Information Released
The Department of Housing and Urban Development (HUD) released the application instructions for FY18's funding competition on June 21, 2018. Please click here to see the announcement and instructions from the HUD Exchange website. Our CoC has already completed the registration process and is beginning the local competition process for renewal and new projects. For information on how to apply, see the attached document below.
Please note the application timeline for the MTL CoC:
Timeline for project applications:
1. Posting of the announcement of funding on CoC website (mountainlandcoc.org) on June 25, and via email to CoC membership. Posting of the notice in local community forums (newspapers, websites, boards, etc.) will occur by June 26, 2018.
2. A draft of the 2018 Rank and Review Criteria will be posting on the CoC website by July 6, 2018 for public review and comment.
3. An orientation session for new applicants and “new project” applicants will be held on July 16, 2018 from 2:00-4:00 pm at United Way of Utah County. Agencies may join by phone. Please call 801-691- 7723, passcode 1234#.
4. Organizations applying for renewal projects must submit a letter of intent by July 27, 2018. Please submit letters via email to Heather Hogue at heatherh@unitedwayuc.org.
5. Adoption of the final rank and review criteria will occur in the general CoC meeting on August 13, 2018. Rank and Review Committee members will be voted into placement that day. 10. CoC staff will review e-snaps applications to ensure compliance with HUD threshold and application requirements between August 28th through September 7th. Staff will work with agencies to make any needed improvements or modifications.
11. The final due date for the Consolidated Application is September 18, 2018. Our CoC will be turning in the application on Friday, September 14
