2017 NOFA Results released
On January 11, 2018, HUD released the CoC 2017 NOFA competition results for grant applicants in our area. Out of the 12 project applicants our area submitted, 10 were funded (including the HUD Planning Grant). Two of these projects were "new projects"-which expanded rental help for the chronically homeless and disabled homeless through our two housing authorities. Four projects were subject to Tier 2 evaluation, which meant they were more vulnerable for discontinuation. Two of these projects were funded, two projects were not. The RRH Youth projects directed by Community Action Services and Food Bank that started in 2017 will be discontinuing in 2018, but the Continuum staff will work hard to find resources in other programs where these youth may also be eligible.

2017 Consolidated Application Draft for Public Review

Final Priority Listing
The Final Priority Listing for the Mountainland Continuum of Care 2017 Local NOFA Competition was issued by the Rank and Review Committee on September 13, 2017. The Rank and Review Committee initially received all project applications, project summaries, supplementary materials and the Rank and Review Criteria on August 25, 2017. Each committee member scored projects individually and created their own priority listing result. Three of the members were able to meet in person and a fourth was able to send in results via email on August 31, 2017. Another committee member could not attend due to a scheduling conflict. The four members with available scorecards averaged their raw scores for each project unless there was a large disparity in scores. When there was a large disparity in a raw score, the present members re-scored the project together as a group by reviewing the Rank and Review Criteria. After this exercise, the initial priority listing was produced. Applicants were all notified of the results individually by letter from CoC staff on September 5, 2017. CoC staff were contacted by applicants with questions about the priority listing. The initial priority listing included 12 applicants, but after some deliberation, one of the applicants withdrew their project application on September 12, 2017. This produced a balance that originated from the permanent housing bonus, and this amount was allocated to the two other permanent housing bonus new projects (PCHA and HAUC) by unanimous committee vote on September 13, 2017. The Final Project Listing is attached below, along with the Rank and Review Meeting minutes.

Project Application Checklists
Applicants for the 2017 NOFA competition must submit their project application though e-SNAPS, HUD"s grant application software, and also to CoC Staff. Here is a checklist of what applicants must submit digital copies to CoC Staff (submit to Karen Hale at karenh@unitedwayuc.org).. Applications are due August 22nd at 11:59 PM (MST). Project application instructions manuals and the supplemental applications are attached below.

- HUD Monitoring Report, if applicable, within the last two years- one per project
- CoC Monitoring Report for most recent program year-one per project or summary of all projects

Letter of Intent for Renewals Due
Organizations with renewal projects are required to submit their letter of intent for renewal by August 3rd at 11:59pm. Organizations are also asked to note whether or not they plan to apply for an expansion project (that would be considered a new project) for this year. They are also encouraged to attend the new project application orientation on July 31st. Attached is a copy of the LOI form. This needs to be submitted electronically to Karen Hale at karenh@unitedywauc,org.

New applicant orientation will be held on Monday, July 31st at United Way of Utah County in the Large Conference Room. You may also call into the meeting by dialing 801-691-7723, pass code 1234#. Rank and Review Draft for Public Review
On June 12, 2017 the CoC membership discuss a tentative content list for the updated 2017 NOFA Rank and Review Criteria. The following Rank and Review Criteria reflects a combination of content that cites the 2016 MCoC Rank and Review Criteria, the 2017 NOFA Rank and Review Criteria example, examples of rank and review criteria from other local CoC's, and Continuum input. This criteria will review renewal, first time renewal, and new projects. HMIS projects will be reviewed in the typical project type (first time renewal, new project etc,), however they will receive full points for any criteria where their answer is deemed "not applicable."
Any comments and questions are to be submitted to Stephanie Willmore at stephaniew@unitedwayuc.org. The final rank and review criteria and updated policies and procedures will be subject to vote at the next Continuum meeting on August 14, 2017.

FY2017 HUD NOFA Competition Information Released
The Department of Housing and Urban Development (HUD) released the application instructions for FY17's funding competition on July 14, 2017. Please click here to see the announcement and instructions from the HUD Exchange website. Our CoC has already completed the registration process and is beginning the local competition process for renewal and new projects. For information on how to apply, see the attached document below.
Please note the application timeline for the MTL CoC:
Timeline for project applications:
1. Posting of the announcement of funding on CoC website (mountainlandcoc.org) on July 17, and via email to CoC membership. Posting of the notice in local community forums (newspapers, websites, boards, etc.) will occur by July 21, 2017.
2. Discussion of the new updated rank and review criteria occurred on June 12, 2017. A draft of the 2017 Rank and Review Criteria will be posting on the CoC website by July 19, 2017 for public review and comment.
3. An orientation session for new applicants and “new project” applicants will be held on July 31, 2017 from 1:00-3:00pm at United Way of Utah County. Agencies may join by phone. Please call 801-691-7723, passcode 1234#.
4. Organizations applying for renewal projects must submit a letter of intent by August 3, 2017. Please submit letters via email to Karen Hale at karenh@unitedwayuc.org.
5. Adoption of the final rank and review criteria will occur in the general CoC meeting on August 14, 2017. Rank and Review Committee members will be voted into placement that day. Nominations for new members may be submitted to Marie Schwitzer by August 7. Rank and review committee members shall have no conflict of interest while sitting on the committee. The posting of the final rank and review criteria will also be made available on the CoC website by August 14.
