HUD NOFO UPDATE as of 12/20/2025

HUD released an updated FY 2025 CoC & YHDP NOFO (FR-6901-N-25), which includes litigation-related language and revised framing. The CoC is proceeding with administrative updates consistent with HUD guidance.

Pending judicial review, the revised NOFO will be due in two parts to HUD.  The first part will be due on Jan 28th, 2026 and will consist of the project priority ranks, consolidated application, and the planning grant application.  The second optional part will be due on Feb 25th, 2026 and will consist of any NEW permanent supportive housing applications ranked by the Rank and Review Committee and the limited project priority ranking.

The rank and review committee met and scored project applications on Thursday, December 18th, 2025.  Projects submitted all met the threshold for HUD funding, and retain that threshold in this newest NOFO.  As such, the Mountainland Continuum of Care will open a brief window for new project applications that align with HUD requirements, but projects already scored will retain their scores and relative ranks.  Project scores and ranks are finalized and will remain embargoed until all new projects received are scored.  For submitted projects to be revised, there must be material changes requested in the project eligibility or component type and would need to be approved by the Rank and Review Committee.

Our timeline and procedures for the NOFO (subject to change by HUD) stand as follows:
  • New applications to be considered must submit a letter of intent by Wednesday, December 31st.  (Letter of intent template posted below.)  New applications MUST meet with the collaborative applicant one-on-one for a mandatory project orientation prior to the local submission date.
  • New applications must be submitted to heatherh@unitedwayuc.org by Monday, January 5th.
  • Eligible applications received will be scored by the rank and review committee by Friday, January 10th and inserted into the existing ranked projects.
  • Final project rankings will be posted for public review by Monday, January 13th and sent to each application for their review process.
  • Continuum of Care staff will be submitting the completed CoC application by Monday, January 26th.
  • Additional new Permanent Supportive Housing projects will be submitted to HUD by Feb 25th.
As new information becomes available, this timeline will be updated and posted publicly, as well as emailed to applicants and CoC mailing lists.

Rank and Review Committee

Members of the Continuum of Care will vote on Dec 8th on the following nominated Rank and Review Committee for the FY 2025 NOFO.  The members are as follows:

Melissa McNalley representing Provo City and the CoC Executive Committee
Jessica DeLora representing Utah, Summit, and Wasatch County jurisdiction
Dr. Rodrigo Veas-Wall bringing expertise in LGBT equity as a psychotherapist in Provo specializing in LGBT issues and gender issues
An anonymous individual with lived experience bringing expertise as an individual who has experienced homelessness.

Project Application Checklists

Applicants for the 2025 NOFO competition must submit their project application to CoC Staff. At the time of this notice, esnaps applications were not available, but applications will submit their projects through HUD's grant portal at a later date.

Here is a checklist of what applicants must submit digital copies to CoC Staff (submit to Heather Hogue at heatherh@unitedwayuc.org).. Applications are due December 12th by 11:59 PM (MST). Project application instructions manuals and the supplemental applications are attached below. 

Renewal Projects:
  • 501c3 certification, if applicable- only one needed per applicant
  • Renewal Project Supplemental Application- one per project
  • HUD Monitoring Report, if applicable, within the last two years- one per project​
  • e-LOCCS report to show quarterly draw-downs and balance from most recent completed program year-one per project
  • Project APR for most recent completed program
New Projects:
  • 501c3 certification, if applicable-only one needed per applicant​
  • New Project Supplemental Application

Rank and Review Draft for Public Review

The following Rank and Review Criteria reflects a combination of content that cites the 2019-2024 MCoC Rank and Review Criteria, the 2025 NOFO Rank and Review Criteria example, examples of rank and review criteria from other local CoCs, and Continuum input. This criteria will review renewal and new projects. HMIS projects will be reviewed in the typical project type (first time renewal, new project etc,), however they will receive full points for any criteria where their answer is deemed "not applicable." 

Any comments and questions are to be submitted to Heather Hogue at heatherh@unitedwayuc.org. The final rank and review criteria and updated policies and procedures will be subject to CoC vote via email by Dec 8, 2025.

Letter of Intent for Project Due Nov. 25, 2025

Organizations with renewal projects are required to submit their letter of intent for renewal or new projects by November 25th by 5:00 PM.  ALL APPLICANTS-NEW OR RENEWAL-MUST ATTEND THE ORIENTATION AND SUBMIT A LETTER OF INTENT.

Attached is a copy of the LOI form. This needs to be submitted electronically to Heather Hogue at heatherh@unitedwayuc.org.

FY2025 HUD NOFO Competition Information Released

The Department of Housing and Urban Development (HUD) released the application instructions for FY25's funding competition on Nov 13th, 2025. Our CoC has already completed the registration process and is beginning the local competition process for renewal and new projects. For information on how to apply, click here.

Timeline for project applications:
 
1. Posting of the announcement of funding on CoC website (mountainlandcoc.org) by Nov 15, 2025, and via email to CoC membership. Posting of the notice in local community forums (newspapers, websites, boards, etc.) will occur by Nov 15, 2025.
 
2. A draft of the 2025 Rank and Review Criteria will be posted on the CoC website by Nov 21, 2025 for public review and comment.  A draft of required CoC application documents for new and renewal projects will also be available on the website by Nov 21.
 
3. A MANDATORY orientation session for ALL applicants will be held on Monday, November 24th from 2 PM-4:00 pm via teams. Prospective applicants who do not attend this orientation will not be scored.

4. Organizations applying for new and renewal projects must submit a letter of intent by 5:00 PM on Tuesday, Nov 25th, 2025. Please submit letters via email to Heather Hogue at heatherh@unitedwayuc.org.  This letter of intent template will be posted on the website.
 
5. Adoption of the final rank and review criteria will via vote of the CoC on November 21st. Rank and Review Committee members will be voted into placement that day via vote. Nominations for new members may be submitted to Heather Hogue by November 19th, 2025. Rank and review committee members shall have no conflict of interest while sitting on the committee. The posting of the final rank and review criteria will also be made available on the CoC website by November 25th, 2025.
 
6. Renewal and new project supplemental applications and e-snaps applications are due by 11:59 PM on Friday, December 12th.
 
7. The Rank and Review Committee will review applications between December 15-17th.
 
8. Determination of project application ranking in Tier 1 and Tier 2 in CoC Rank and Review meeting on Wednesday, December 17th.
 
9. Notification of agencies regarding project funding ranking by Thursday, December 18th by email and through public posting on the CoC website. Formal announcement will also take place via email to the CoC on December 18th.
 
10. CoC staff will review e-snaps applications to ensure compliance with HUD threshold and application requirements between Dec 22-January 9th. Staff will work with agencies to make any needed improvements or modifications.
 
11. The final due date for the Consolidated Application is January 14th, 2026. Our CoC will be turning in the application by Friday, January 9th, 2026.
